When a society has too many high risk criminals in prison what should it do?

I am of a mind that the dregs of society and I do not mean any `ordinary' prisoners but dangerous lifers, serial sex offenders, terrorists should be made into something useful - a bit like Soylent Green or compost. I am sure their victims would agree but could we trust our system of justice enough to ever be minded to do that.
